United States President Donald Trump and Turkish President Recep Tayyip Erdogan held high level talks on Tuesday as the 2026 NATO Summit opened in Ankara, with support for Ukraine, higher defense spending, military production and the future of transatlantic security dominating the alliance’s agenda.
The two day summit has brought together leaders of NATO’s 32 member states, senior officials of the European Union and representatives of partner countries at a time when Europe faces its most challenging security environment in decades. Most allied leaders had arrived in the Turkish capital by Tuesday, while the remaining delegations were expected before the main summit sessions.
Among those arriving in Ankara were President Trump, Ukrainian President Volodymyr Zelenskyy, French President Emmanuel Macron, German Chancellor Friedrich Merz, British Prime Minister Keir Starmer, Italian Prime Minister Giorgia Meloni, Canadian Prime Minister Mark Carney, Finnish President Alexander Stubb, Polish President Karol Nawrocki, European Council President Antonio Costa, European Commission President Ursula von der Leyen and NATO Secretary General Mark Rutte. Leaders from NATO’s Indo Pacific partner countries also joined the gathering, underscoring the alliance’s growing cooperation beyond the Euro Atlantic region.
Erdogan, Trump meeting takes center stage
The summit’s most anticipated event on the opening day was the meeting between Erdogan and Trump.
Erdogan personally welcomed the American president upon his arrival at Esenboga Airport before receiving him at the Presidential Complex for bilateral and delegation level talks. The two leaders were expected to discuss regional and international developments, defense cooperation, NATO priorities and longstanding issues affecting relations between Ankara and Washington.
Speaking alongside Erdogan, Trump praised the Turkish leader and described Türkiye as one of the United States’ most dependable partners. He also announced that Washington would move to lift sanctions imposed on Türkiye and said his administration would consider restoring Ankara’s participation in the F-35 fighter aircraft programme, a move that would mark a major shift in bilateral defense relations.
For his part, Erdogan expressed hope that discussions with Washington would produce a favorable outcome regarding the F-35 programme.
“This is not a new issue. We have spoken repeatedly with the United States about this matter,” Erdogan said.
He also reaffirmed Türkiye’s support for strengthening NATO’s European pillar while insisting that such efforts should reinforce, rather than weaken, the transatlantic alliance. Erdogan further stressed that NATO members outside the European Union should be fully included in European defense initiatives.
Ukraine remains at the heart of discussions
Ukrainian President Volodymyr Zelenskyy also arrived in Ankara on Tuesday and immediately began preparations for a series of diplomatic engagements expected to shape future military assistance for Kyiv.
After landing at Esenboga Airport, Zelenskyy said important decisions were needed to provide greater protection for Ukraine, strengthen security cooperation with Europe and the United States and reinforce the country’s air defense capabilities.
He disclosed that nearly twenty bilateral meetings had been scheduled during the summit.
“We will continue to work on bolstering Ukraine’s air defense. New systems, missiles and production licenses are all our priority,” Zelenskyy said.
Ukraine remains one of the summit’s central issues as allies seek ways to maintain long term military assistance while strengthening NATO’s deterrence posture against Russia.
Defense spending and military production dominate agenda
Beyond Ukraine, allied leaders are expected to negotiate higher defense spending targets, accelerate military modernization and significantly expand defense industrial production across the alliance.
Ahead of the summit, European governments announced defense contracts worth more than fifty billion dollars in an effort to demonstrate increased military investment following sustained pressure from Washington for allies to spend more on collective security.
NATO Secretary General Mark Rutte said Europe had made substantial increases in defense spending but warned that the alliance must continue expanding military manufacturing capacity to respond to threats posed by Russia and other security challenges.
Busy day of summit diplomacy
The opening day featured an intense schedule of bilateral diplomacy alongside the formal summit programme.
Erdogan held talks with Canadian Prime Minister Mark Carney, where both leaders discussed expanding cooperation in trade, defense, energy and security. Erdogan said stronger cooperation between Türkiye and Canada would benefit both countries while emphasizing NATO unity and the importance of including non European Union allies in future European defense initiatives.
Carney reaffirmed Canada’s commitment to strengthening the alliance, expanding defense industrial cooperation and continuing support for Ukraine. Turkish and Canadian officials also discussed developments in the Middle East and efforts to deepen economic cooperation.
Meanwhile, NATO Secretary General Mark Rutte met leaders from the Indo Pacific partner countries as part of efforts to broaden cooperation on shared security challenges beyond Europe.
Türkiye’s strategic role
Hosting this year’s summit reinforces Türkiye’s growing diplomatic influence within NATO.
Positioned between Europe, Asia and the Middle East, Türkiye has played an increasingly important role in regional diplomacy, including facilitating dialogue between Russia and Ukraine, supporting humanitarian initiatives and helping secure prisoner exchanges since the outbreak of the war.
Turkish officials have also consistently argued that the country’s defense industry should play a larger role in strengthening NATO’s overall military capabilities.
Security tightened across Ankara
Ankara was placed under extensive security as presidential aircraft arrived throughout the day carrying world leaders and senior officials.
Motorcades moved under heavy police escort between Esenboga Airport, the Presidential Complex and summit venues while thousands of Turkish security personnel were deployed to safeguard one of the country’s largest international gatherings in recent years. Official welcoming ceremonies, a family photograph of allied leaders and a series of high level meetings marked the formal opening of the summit.
What leaders hope to achieve
The summit concludes on Wednesday with leaders expected to approve measures aimed at increasing defense investment, strengthening NATO’s military readiness, expanding defense industrial cooperation and reaffirming the alliance’s commitment to collective defense under Article Five.
Leaders are also expected to reiterate long term support for Ukraine while discussing broader security concerns, including developments in the Middle East, global defense cooperation and the future of the transatlantic partnership.
Attention will also remain focused on whether the talks between Trump and Erdogan produce concrete progress on Türkiye’s efforts to regain access to the F-35 fighter programme, a development that could mark a significant turning point in relations between the two NATO allies.
